Girard said in Tokyo he is not surprised by the decision and expects a fair trial leading to acquittal. Back home in Ottawa relatives express shock at the court ruling overturning a U.S. district court decision on Japanese seals and jurisdiction, with the unsigned opinion arguing executive branch discretion and no constitutional barrier.
