Police request a 25 percent base pay increase for all ranks and fringe benefits, plus possible lieutenant rank creation and probationary pay adjustments. Firemen seek a 6 percent raise with city-paid insurance, 10 holidays, and similar fringe benefits. Negotiations start next Thursday with both sides aiming to avoid arbitration.
Officials in Erie County report the southern corn leaf blight fungus has appeared within about 50 miles of Corry but poses no immediate danger. County Agent William Urash says dry conditions calm the fungus as corn stalks grow. He notes risk rises with taller plants when wind and sun cannot dry leaves.

Police linked the Colombo shooting to an Italian underworld power struggle and warned a broader gangland war could erupt. Paris AP report says Viet Cong seven point peace package gives Saigon a veto on prisoner releases while appearing to meet major U S demands. It would require Washington to pressure Saigon to free thousands of Viet Cong labeled terrorists, risking Saigon’s defense as U S withdrawal looms.
Saigon Vice President Nguyen Cao Ky says there are no obstacles on the South Vietnamese side to the Viet Cong demand that all U S troops be withdrawn by year end. Henry Kissinger and top officials discussed speeding troop pullouts as part of Indochina policy review. Thieu says total withdrawal by year end is a matter for US and South Vietnam to discuss, and he will confer with Kissinger on the pace of reductions. Ky notes two Viet Cong points link prisoner releases to withdrawal.
