Postal reforms backfire and a sun soaked trip

Assistant Postmaster General Henry Lehne arranged a two week junket for aide Joe Harrison to Hawaii Guam Saipan and other sunny spots at taxpayers expense with the stated aim of inspecting real estate sites. A San Francisco postal expert joined the trip to handle the study amid mounting costs. The Secaucus project ballooned past 72 million budget with 10 acres bought from Penn Central subsidiary. Most land prep and pilings cost 10 million of the budget and pilings sank 20 to 30 feet deeper than planned. Lehne chose Lester B Knight Inc to manage the job though lacking major post office building experience. By October 1970 design flaws and mechanization shifts pushed costs up and bids suggested a total overrun well over 60 million. My associate Les Whitten questioned Lehne for two hours as bids shook the plan and Lehne promised new bids to cut costs.
