Scott bill seeks to return tax to states share by population
Senator Hugh Scott of Pennsylvania proposes a federal tax sharing plan to return at least 3 billion dollars yearly to states based on population. The plan would create a trust fund from 1 percent of net taxable income and require state spending plans while barring money for racially discriminatory programs. Pennsylvania would receive about 177.4 million in year one, starting July 1, 1968, and funds would be subject to House approval. Hampton Va moves to curb topless venues in city ordinance drafted by Thomas Glascock.
