Harrisburg AP reports Scranton plans to earmark 50 million dollars for education a year ahead of the normal budget cycle. Budget secretary Martin H Brackbill says the $50 million comes from this year’s anticipated surplus and funds a new school subsidy program starting in 1967, costing an additional 107 million. The decision follows Attorney General Alessandroni’s opinion that the constitution does not bar out-of-period appropriations.
