Murder Suspect Surrenders After Weekend Slayings in Clearfield

Robert L. Montgomery, 25, of Curwensville, surrendered to police in Clearfield County minutes before a renewed manhunt for him was to begin after the weekend killings of Donald Snyder and Dorothy Knepp at the Windmill Tavern near here. Investigators said Montgomery may be arraigned today on an open murder charge as authorities combed a flooded area and a police helicopter aided the search. The shootings occurred Saturday in what state police described as a tavern shootout, with no motive released and Montgomery later surrendering.

Foreign Aid Agency Plans Major Shakeup

Washington AP reports that foreign aid chief John A Hannah plans a major agency reorganization with another 25 percent manpower cut. AID, already down from 17,569 in 1968 to 12,957 this year, would shift more operations to Washington and emphasize retirements rather than layoffs. The plan, to take effect Feb 1, seeks to strengthen technical aid, create a humanitarian bureau, and keep arms aid under Defense.
