The War Secretary urged Congress to authorize universal service, arguing industrial wires are scarce and patriotism must drive homefront effort. He said resentment among civilians could undermine troops, calling Americans to support a draft to back wartime needs.
Allied reports that British troops under Lt Gen Mark W Clarks Fifth Army crossed the Lower Garigliano River at three bridgeheads near the Appian Way advancing amid heavy mortar and machine gun fire. Bridgeheads secured despite strong resistance including tank counterattacks by Germans near Argento. Continued heavy fighting reported east of the Gulf of Gaeta as preparations for crossings were completed. Continued on Page Two.
Soviet Red Army fronts on the Leningrad and Volkhov lines reported a new double offensive aimed at ending the German siege. Troops pushed south of Ovardembaum near Petrohrad and attacked north of Novgorod between Lake Ilmen and the Baltic as part of a joint plan to pierce the encirclement. Continued updates noted the operation’s progress as authorities warned of ongoing bombardments and shifting fronts.
Edward Jordan of Carnegie, 41, a steel mill worker and father of three, will be arraigned at 2:30 p.m. today before Justice of the Peace D Blum in Tionesta, Pa., on a charge of shooting a human being by mistake during bear season. Malcolm Gittins of Carnot, 33, was killed near Storey Point Forest County on opening day, November 15, while hunting with James Kruppa of Corsopolis. Jordan was arrested Monday by state police at Carnegie after an investigation into the accidental shooting near Stoney Point. He is jailed in Tionesta awaiting arraignment.
The Associated Press reports heavy smog blanketing Pittsburgh and suburbs like Homewood and Forest Hills overnight. Traffic slowed or halted as drivers abandoned cars and walked. residents described dangerous conditions and police deployed widespread roadblocks to manage hazardous air and impassable routes.
City Engineer Don Williams reported 932 real estate transfers this year, up slightly from last year to 12,937 since 1998. Money involved reached 26,482.50, but building permits fell to 50 amid material and labor shortages. Curbs and sign work had six and two permits respectively, with 545 bicycle licenses issued and a net profit of 1025 from licenses.
A noon fire at 338 Delaware Street, home of Robert Young of Raymond Mfg Co, started in the attic and was checked by prompt fire department action with no serious damage. Cause likely defective wiring near the chimney. Also report that Major George S Welsh, air hero credited with 16 downed Japanese planes, is ill at New Castle Army Air Base.
Reports indicate a serious labor shortage among operators with wage increases of nine to eleven cents an hour. The agreements project road costs rising by about 240 million dollars annually. Officials say there will be no work stoppages.
Senator Wheeler of Montana warned that even after private control of railways resume, a serious manpower problem remains. The wage settlement and retroactive pay are estimated to cost railroads about 950 million annually, with higher pay for operating and non operating workers. Wheeler cautioned that military draft and upcoming wage hikes in war industries may thin labor, risking rail service and national defense needs.
P J Gallagher, Erie revenue chief, announces a training plan for plant representatives to help prepare income tax returns for employees. The school will be in Room 137, Federal Building, Perry Square, January 24 and 25, with sessions 10 am to 12 noon and 1 pm to 5 pm. Each plant may send one person per thousand employees, up to six per plant.

Soviet lend lease payments for November exceed prior shipments. In Europe Partisans trap a German motorized division near Lipovets and fierce fighting continues as another division is rushed to aid.
Washington January 19 An unofficial Townsend movement was started here today by Culbert L Olson former governor of California with a prediction that California delegates will vote on the first ballot for President Roosevelt and Vice President Wallace. Olson said California Democrats will unite behind delegates pledged to support Roosevelt and Wallace and urged continued support for the War readiness program. Jamies Quigley of Nebraska forecast that Republicans will complicate the race in the West while Democrats seek unity. Also Philadelphia May 19 Cal Francis Clement was elected commander of the Pennsylvania Commandery Military Order of Foreign Wars succeeding Col H Tuttle.
The Steelworkers union pushes for wage increases of 17 cents per hour while U S Steel faces wage talks before the War Labor Board. John A Stephens, VP of U S Steel, doubts the union's 43 proposals would cost the company about 186 million and risks broad industry impact as negotiations hinge on national stability programs and core labor issues. A Steelworkers spokesman warned of no compromise for now as U S Steel weighs how to proceed.
A home canvass kicked off with servicemen as first buyers for a new loan drive. Ward groups and women’s committees mobilized across Fourth Ward as Corps Sullivan and Sgt. Wiliam Mactees sent funds for bonds. The drive targets New Guinea campaigns with bond purchases by military families and local supporters.
A tenth minor quake hit San Juan on the eve of a major tremor anniversary. President Pedro Ramirez addressed survivors from a square amid the ruins as authorities reported more than 1,500 people displaced or injured. Authorities urged a moment of silence for the dead.
Major James Th. Howard of St. Louis a former Flying Tiger earned praise as a one man air force after a half hour dogfight over Oschersleben. Official reports credit him with two destroyed enemy planes, two probables and one damage, with pilots claiming as many as six shot down. Jan 19 Philadelphia and Montgomery County voters elected Joseph M. Pratt and Samuel K. McConnell to fill vacancies in the U S House. Pratt won the 2nd district seat, after James P. McGinniss, while McConnell defeated Martin B. Bruner in the 17th district. Complete returns show Republicans at 208 seats with five vacancies, Democrats at 217, and minor party seats held by Alka. Troxell narrowly trailed Harold Pike for another minor race in Montgomery County.
A general alarm fire in Plymouth, Wilkes-Barre, Pennsylvania, gutted the borough business district, with Fire Chief John Kearney estimating damage at $75,000. The blaze took nine hours to control. Two Plymouth volunteer firefighters were injured. David Loyal and Wilbur Erie suffered effects from smoke, Mrs Willem Manning, who sounded the alarm, also collapsed.
