Paroled convict blamed for the care of prisoners as delivery of a New Deal phase is noted. A definite program of action for security of men women and children is submitted to Congress by the president. Taxes on payrolls to finance unemployment compensation are proposed for dependent mothers and children.
President Roosevelt sent a comprehensive social security proposal to Congress outlining unemployment compensation, old age benefits, and aid to dependent mothers and children funded by payroll taxes. The plan aims for a self sustaining system under federal control with state administration and federal standards, targeting early implementation and universal payroll tax structure.
United Press reports a sweeping federal drive against major gangsters continues with aggressive actions against escaped figures. The piece notes arrests behind bars and ongoing efforts by federal agents as officials pursue the remaining duo of wanted gangsters across the nation.
San Quentin Calif January 17 Clyde Stevens paroled from Vietnam provided weapons and led a dramatic break from San Quentin prison. Four convicts forced state prison directors and guards into a prison car triggering a two hour chase to Valley Ford. One leader died, three recaptured, Stevens blamed as the mastermind.
Dennite assurances were given by RWD atisiats of Warren county today that work will be resumed next Monday on the new dam being constructed at Columbus. Construction operations at the dam ceased last August following suspension of the RWD program during the summer. RWD officials conferred with Columbus and Corry committees and announced work will be resumed next week. It is understood sufficient funds have been allocated to practically complete the dam though some money may be needed through path subscription for remaining material costs. Announcement that work will be resumed and the dam pushed to completion will please residents of Columbus and the vicinity.
Winter weather brings icy sidewalks streets and highways with ivy crusted surfaces and strong gales. Corry and northwestern Pennsylvania face treacherous travel as two months of rain and sleet yield unusually high winds and slick roads, straining pedestrians and motorists alike. Continuous icy conditions puzzle veterans as city crews blunt critical intersections and wage ongoing efforts. Continued on Page Seven.
Washington dispatch reports House Democrats push for a congressional inquiry into Postmaster General Farley s patronage methods amid scarce government jobs for constituents. Rep McParlane and colleagues demand more liberal patronage while Rep Mitchell leads a drive to expose nepotism and read a compiled list to Congress. A caucus may appoint a committee to probe status of patronage and department personnel. In Harrisburg, Harvey Taylor rebuts claims that GOP revenue relies on a few donors. Elsewhere, Edward Shebek dies after electrocution when his car touches downed live wires near Blairsville.
The government disclosed the infant was instantly killed by a blow during the kidnapping, with testimony detailing the body’s discovery in the Sourlands near Mt Rose road. Key witnesses included William Allen and Orville Wilson who found the body, Inspector Walsh who located clothing, and Coroner Swaine who signed the death certificate.
Two men died and six were injured as 56 mile per hour winds fueled fires on the edge of Chicago's Loop. Four of the injured were firefighters. Damage tops $300,000 at a freight terminal and nearby express company garage. Firemen battled the blazes as 300 plus firefighters fought to control the flames.
Owen B Hunt announces the appointment of S S Joseph of Harrisburg as deputy insurance commissioner. John Breslin of Carbon County is named personnel secretary in the governor s office. Charles H Graff replaces the late Armstrong as acting insurance commissioner with Breslin earning 36000 and Joseph 7500 annual salaries.
Harrisburg January 17. Governor Earle’s first day includes unemployment relief efforts and staff reshuffles. The emergency board accepted executive director Eric H. Biddie’s resignation and chose Robert L. Johnson as successor. Facing a $409,000 shortfall for January unemployment relief, officials expect federal aid to arrive. Arthur Colegrove, secretary of property and supplies, signals possible staff cuts to save money while preserving salaries. He plans to open state procurement to small bidders, arguing the state will not overpay and will invite the “little fellows” to bid for materials under clear specifications to ensure a level playing field.
Geneva January 17 Germany agrees in principle to demilitarize the Saar as France and Britain had demanded. The move clears the way for the League of Nations to award the territory to Germany, with France agreeing to formal handover on March 1 after Germany's acceptance, delaying the earlier February 15 transfer.
Witnesses for the plaintiff pressed their suit for damages to recover for the death of James J. Mulhein in a two year old automobile crash west of the city. Six witnesses testified as opening arguments were heard before Judge Shull. Expect more witnesses today as defense preparations proceed, with a possible verdict after the weekend.
Pittsburgh January 17 A temporary truce halts a threatened paralyzing strike in the plate glass industry. The Pittsburgh Plate Glass Company agreed to a joint conference with the federal flat glass workers of America and Libbey Owens Ford Glass Company Toledo as third party to address labor disputes.
Harry G Mulvey eighteen year old dancer who ran a dancing school with his sister Dorothea in this city died yesterday from a mysterious paralysis. Ten days earlier he felt numbness in his feet but continued performing. the illness progressed to total limb paralysis leading to death. The Mulveys had appeared as boy dancers in this region and earlier with the Rex theatre group before joining the local Gaiter School of Dancing ensemble.
Clarence C Shoop secretary and treasurer of the Kiwanis Club spoke at the noon dinner meeting outlining the club s growth from 72 members to as high as 132 during its history. He reviewed financial activities and his duties as an officer while noting seven past presidents remain active.

Gov George H Earle scheduled an 8 p m meeting in Washington with Harry L Hopkins federal relief administrator to discuss extra federal funds for Pennsylvania relief amid a $4 500 900 January shortfall He traveled from Haverford last night with Robert L Johnson newly elected director of the Pennsylvania emergency relief Board and Harry Islodner Philadelphia secretary to the chief executive growth in relief funding cited by officials
