The railroad wage conference, set to begin at 10 a.m., was postponed for a third time at the request of Daniel Willard, head of the Baltimore and Ohio Railroad, delaying the talks between nine railroad presidents and a 21 member union committee representing 2.9 million workers. The delay pushed the start to 2 p.m. and followed earlier postponements to 4 p.m. and then 10 p.m. As the nine presidents sought authority to negotiate, the union group maintained full power to bargain for the workers.
