Merger Proposal for Labor and Commerce Stirs Opposition
President Johnson proposes merging the Commerce and Labor departments, drawing swift criticism from industry and unions who say the plan is unworkable and may erase the Labor Department independence. Business leaders question the move while observers note possible shifts of anti poverty programs to labor. The proposal aims to create a more economical and modern national instrument but would reverse Johnson's cabinet balance.

Johnson tax plans face GOP and Senate dissent over spending
House Republican Leader Gerald R. Ford accused Johnson of dropping the fiscal mess of 1966 into the 90th Congress and pushing spending in a tired way after voter rejection. Senate Republican Leader Dirksen said he supports perseverance in Vietnam but has mental indigestion from details of other programs. Long warned any tax boost could favor corporate over individual increases, while Anderson and Williams signaled difficulty and opposition. McClellan projected a $5 billion annual rise in domestic expenditures if Johnson’s recommendations pass.
