State tax revision debate faces constitutional hurdles
Gov Shapp plans a graduated income tax revision in his new term but constitutional limits require equal taxation and a voter referendum. A separate Washington memo foresees a tense mid to late century world with Russia and China potential clashes, Cuban risk, and renewed conventional warfare, though nuclear arms use may decline.
