Alderman Refuses To Act On Charge In Franklin Case
Alderman in Franklin refused last week to take a charge of marijuana possession against a Franklin girl, calling it a spite charge. The charge was accepted by Alderman John Mackintosh of Oil City. Miss Joann Gibb of Franklin was arrested for possession of marijuana and released on bond awaiting a hearing before Mackintosh. The case was filed by Merle N. Hoffman of Polk, father of Harold N. Hoffman, a 19 year old Vietnam veteran facing grand jury action on the same charge. The prosecution notes the Gibb arrest stemmed from her testimony at a December hearing about a box received by mail December 20.
