Harrisburg AP Democrats and Republicans clashed Tuesday over budget and reapportionment as the 1965 General Assembly opened. Gov. Scranton delivered a hopeful State of the Commonwealth and promised a healthy surplus, while House Democrats signaled they will direct spending. Senate leaders urged tax cuts to spur the economy amid rising education and welfare costs. Scranton warned against a lame duck presidency and promised to stay active beyond the first year.
Warren State Police charged 17 year old John D. Bean of Spring Creek with hit and run and driving on learner's permit unaccompanied after a Garland area crash with Larry R. Carnahan of Corry. Bean reportedly fled the scene and returned hours later after Carnahan provided details. Police said Bean's parents were contacted.

Isaiah Woods, 45, of Pittsburgh, convicted of the murder of Arthur Kelly, 68, asked Allegheny County Court for a life sentence. He said he did not want a new trial and preferred imprisonment, a request Judge Lloyd F. Weaver considered.
Corry Area Joint School Committee plans an 8 p m January 18 bid session to select a contractor for rebuilding the damaged high school wing. Four contractors are known to bid, with representatives from Hunter Campbell and Fea in attendance.
Erie County commissioners appointed the Planning Commission with Allen Kuhn of Corry as the sole representative from the Corry area. The rest of the panel includes members from Erie, Summit Township, Millcreek, Wesleyville, Harborcreek, Edinboro and Cranesville, leaving Corry a lone voice in the body and a controversial reappointment of Joseph S. Alan D. Cage of Waterford pled not guilty to murder at arraignment before Justice Ward C. Bliley in Union City. Porter, 54, a guard at Molded Fiber Glass Boat Company, died from head injuries after an alleged scuffle with Cage over Cage’s son Scott. Porter’s death followed medical care for preexisting conditions. prosecutors may seek changes to the charge.
A 3 year old Cooperstown boy Robert Smalley was seriously injured as he grabbed a rear bumper and was dragged about 500 feet before being thrown free. Ronald DeWoody of Cooperstown stopped for a stop sign. the driver did not know of the incident until later. A passerby drove the boy to Oil City Hospital for treatment. he remained in fair condition with bruises and scrapes.
In Washington, a group of veteran lawmakers tutored new House members on staying sharp for the next election. Advice included building a solid staff, aligning with committee chairmen, learning House rules, and avoiding gaffes on the floor.
An all night fire at Eglin Air Force Base destroyed a 19 story radar complex used to detect and track satellites. Air Force investigators probe the cause as 75 firefighters battled flames. one firefighter, Robert B. Chambers, was hospitalized with a rib fracture after being struck by a hose.
More than 800 South Vietnamese soldiers moved from Binh Gia into a new operation seeking revenge for a Viet Cong gain. A sniper wounded one paratrooper as helicopters landed under U.S. supervision. About 400 Vietnamese troops remained in town with 12 U.S. advisers amid rumors of 2000 Viet Cong in the area.

Sheriff's deputies from Mayville continued the investigation.
The Columbus Dam project remains unsettled as work on test borings has not begun since last October. State officials said no action has been taken and funds for the dam are tied to conditions and repayments from the Fish Commission. The General State Authority set aside 300000 for Project 70 involving the Columbus site, but the overall plan faces funding and procedural hurdles.
