A group of Southwestern Pennsylvania Democrats seek House approval for broad changes to state insurance laws. A five-bill package would require motor vehicle liability coverage or alternatives, with minimums of 10 000 bodily injury, 20 000 for multiple injuries, and 5 000 for property damage. Bonds or 25 000 in assets could substitute, and owners with 25 or more vehicles could show ability to pay judgments. The package also envisions a state fund for drivers unable to obtain coverage, funded at 1 million through 1970 and run by a three member governor appointed board.
