A twin engine state plane crashed into a suburban Harrisburg home, killing nine. Among the dead were Transportation Secretary William Sherlock and State Republican Chairman Richard Frame. The woman resident of the house also died. The plane, heading to St Marys, struck a tree, skidded 400 feet, and set the house ablaze in a residential area. The passenger list included five Transportation Department officials, two crew members, and Frame. The Counselling Services Center in Erie faces budget cuts as officials mull a reduction from $180,000 to about $60,000. County figures show $4.7 million budgeted for 1977 mental health, with overall county facilities awaiting final word amid staff losses and several new client referrals. State and county officials plan a meeting in about two weeks to decide on the final allocation.
Firefighters from Stanford and Elgin Beaverdam responded to a mid day farm house blaze four miles south of Corry. A defective pipe around an oil heater was blamed for igniting the fire at the George Stanko residence. Interior damage and partitions were estimated at about $500.

Some walkers were found safe on Canadian mainland or required light assistance. one helicopter was damaged. Coast Guard aims to finish paperwork in a day or so.
U S Steel plans a 3.25 billion integrated steel mill on the Pennsylvania Ohio border at Conneaut with about 8000 jobs. Edgar Spear says an environmental assessment starts immediately as governors Rhodes and Scranton attend the news conference and oversee cross state cooperation. The study will be conducted by a private firm with input from local and state agencies. final approval rests with the EPA.

Light rain and warm weather refilled rivers in western Pennsylvania but forecasters said the risk of serious flooding remained remote. Rivers were near normal or below flood stage, with only isolated ice jams observed on the Allegheny and Youghiogheny basins. The National Weather Service warned of up to half an inch more rain by Friday while eastern rivers stayed below normal.
