Erie street department directed by H J Hiebes faced a three day test of relief labor proposed by Erie County RWP director Neiner. Only about 60 workers were hired to clear drains and maintain streets, and the effort was deemed a failure after Roy Rider reported the test showed lack of supervision and hesitancy among department men.
