Senate fate of proposed amendment hangs on party split
The House passed the amendment 285 to 121 with 14 not voting. Republicans supported it with 47 Democrats joining, representing 28 percent of Democrats voting. In the Senate the 12 to 14 Democrat range could push the vote to reach two thirds, with Bilbo not yet seated. If 12 Democrats align with Republicans the tally would be 63 to 32, a hair under two thirds, and 14 Democrats could push to 86 to 31, barely over two thirds. The outcome hinges on a Democratic majority ratio and the amendment may fail ratification by three fourths.
