Pa House Opens Records But Senate Delays Plan
In Harrisburg the House voted to open its financial records to public scrutiny while the Senate stalled on a similar disclosure proposal. The Senate Rules Committee tabled the plan 11 to 2, saying more study is needed and noting the idea dates back to 1971. The House meanwhile approved rules requiring monthly disclosure of spending by House leaders and officers across 26 accounts totaling 12.7 million dollars, with six other accounts totaling 2.8 million left untouched. The move, backed by Common Cause, follows a seven hour session on legislative operating procedures for the next two years. The House action included a rules package that could boost leadership scheduling power for bills. The Senate heard from Sen. Edward Howard on a package of rule changes and adjourned to study the matter further.
