Pothole Plans Split City and State Responsibilities
Corry Streets Director Donald Cross and City Engineer David Johnson told a City Council session that 40 miles of streets include 12 miles of state highways and the city cannot fund extensive pothole patching on those roads. They urged state and railroad cooperation, noting rail lines block repairs but do not themselves perform them.

City fights potholes with patchwork plan
Cross and Johnson say the city struggles to keep pace with potholes using cold patch material that is short lived. They expect crews to focus on the problem when weather improves and advocate pressuring the state to handle its responsibilities, before the season starts.
