Harrisburg February 17 The Pennsylvania Threshermen and Farmers Protective Association says the state school employees retirement fund is a costly undertaking since 1919. It claims state and local contributions plus investment gains have shifted costs onto employees, spotlighting Edmonds Act salary increases and funding disparities.
