Stay in Japan Defense Ties Delay Gov War Plans

In a sweeping policy note the plan to withdraw American ground forces from Japan is deferred. U.S. troops will stay to protect Pacific interests until a friendlier political climate allows faster Japanese defense buildup. The piece notes Japan’s budget and Sakhalin peninsula posture shaping a long-term security stance. It also cites plans for 400 new two-year colleges under Senator Case. The proposal envisions 2 billion dollars in federal aid, with cost shares by states and communities, to add capacity by 1970 to absorb rising enrollments. India’s stance at the United Nations is criticized as ignoring directives and aligning with nonaligned powers, with Kashmir tensions and Krishna Menon’s role described in context.
