Merger of Patrol and State Police Urged

United Press reports Harrisburg February 15 that Secretary Kelly urged merging the highway patrol and the state police into a single unit of about 1000 men within three days. The proposal would have former Philadelphia police chief James H. Malone head the unified force, Captain Quarles resign as patrol head, and Major Adin run a new bureau of criminal investigation. Proponents say the merger would save costs and create a more efficient police body.
