Western Pennsylvania filing pace surged in January with 70 new cases, up from 26 a year earlier, setting a new local high after December's 59. Judge William Washabaugh cited this as the equivalent of about 840 yearly cases and a 138 percent year growth. Across 20 counties, 1973 totaled 352 bankruptcies, making January already 20 percent of that level.
