Cairo dispatch reports Bengasi, Libya’s key eastern fortress and naval base, fallen to British forces after a final assault aided by desert conditions. British command messages indicate extensive Axis fortifications surrounding the city have collapsed with guards surrendering or capitulating in the area.
President Roosevelt disclosed plans to create a shelf of public works to employ people after the war.
