Albany February 7. The Postal Telegraph Company filed a formal complaint against Western Union alleging excessive tolls for telex transfers routed to the Postal and demanding free delivery for unserved points. The action targets small state villages unreachable by Postal due to Western Union railroad contracts. Attorneys plan to file briefs with the commission.
