Three Routes For Nixon Urban Aid Outlined
Washington AP three Republican urban aid approaches emerge for cities. Break up rather than rebuild ghettos, give the poor money not services, and shift work to local government industry and volunteers rather than Washington. Moynihan outlined a 10 point program but stressed not a formal policy. Nixon urges returning power to the grass roots and dispersing slum populations toward suburbs with new transit, rental subsidies, and open housing enforcement.
