Washington Feb 5 The War Manpower Commission advances a plan to ration manpower giving war industries first call on labor and restricting job switching by workers. The program, to operate as soon as practicable, would bar transfers unless employers or WMC agents prove necessity.
Associated Press reports Pennsylvania men not classified as essential were urged by the War Manpower Commission to remain at work until notified for war duty. The agency warned against disruption of essential services in food, clothing, distribution and transportation, stressing the patriotic need to hold jobs for now. Louis B. Rayowail, regional WMC director, emphasized sticking to employment until further notice.
The War Manpower Board will direct most worker placements in shortage districts under a priority system. The U S Employment Service remains the main hiring agency, but the order directs maximum use of all existing channels to place workers in essential war-related jobs first.
Dr. Isaac M. Wright of Allentown was nominated president of the Pennsylvania State School Directors Association, succeeding D. B. Taylor of Freeport. EAST LIVERPOOL OHIO Feb 1 The pumps at the waterworks were idle as four operators began sit down protests to press pay demands. Foreman and three others reported at 7 AM but did not start pumps, draining the city’s supply and risking a 48 hour shortage though officials expect no immediate crisis. Reservoir can be filled in seven hours and emergency steps may start if the strike persists. The four operators are not unionized.
