Confusion Over Carswell Nomination Stimulates Senate Fight
Washington AP report notes electoral reform debates intertwining with Judge G Harrold Carswell's Supreme Court nomination as Senate Judiciary Committee leaders, led by James Eastland, race to separate action. Thurmond and Bayh clash over timing for a vote on the constitutional amendment while the panel votes to invite Carswell to testify again and file a rebuttal statement. The session ends amid protests from civil rights counsel Rauh Jr. and ongoing dispute over scheduling.
