Postmaster General Summerfield asked Congress for a 5 percent general pay rise and 166 million dollars in annual benefits for half a million postal workers. He also sought authority to streamline schedules and reclassify salaries into about 20 levels during House hearings on pay raises for 1.7 million civilian employees.
