Mead Park skating plan faces doubts and weather delays

Residents question an attempt to build an ice skating pond at Mead Park. Proposals seek to backwater along the south dam to form a water-filled area north of the entrance road near the softball field, potentially affecting private property. Weather may prevent freezing this year as park officials weigh options. Meanwhile, federal courts consider postal rate hikes after a court blocked a lower court order. Burger rejected a bid to halt the increase. bulk mailers argue refunds would be impractical if overturned. New rates raise first class and parcel post costs while the Postal Service expects a historic deficit driven largely by rising labor costs.
