Dayton, O dec 31 Dayton begins work under a city manager form of government tomorrow. Henry M Walto former Cincinnati city manager and Col George W Goethals are cited in reports as figures connected to the plan. Five commissioners are G W Breyer A Le Mend en hall J M Switzer John R Flotron and John A McGee with Bhroyer as mayor. Each commissioner earns 1200 a year and the mayor 600. Waite will hold most power as city manager and appoint department heads.
