Philadelphia Fails in Runaway Tax Effort
Philadelphia officials concede a 2 percent municipal sales levy on goods bought outside the city failed to raise expected revenue. Receiver Frank J. Willard says only auto purchases yielded funds, with 90 percent of collected money coming from out of state car owners who registered vehicles in Philadelphia. He estimates about $50,000 yearly from the scheme but notes enforcing furniture, clothing, and other items would require impractical staffing and high costs.
