Education Big Problem For Pa Solons
Harrisburg AP Education 1 will present Pennsylvania legislators in 1959 with one of their biggest headaches in years. The session opens Jan 6 amid a near one billion dollar budget and a push to view education in terms of the space era since 1957. Estimates show a need for another 15 million to cover budget overruns and 100 million to support the basic subsidy to about 2,500 school districts. The PSHEA will push for higher teacher pay with starting wages of 4500 and top scales up to 7200, depending on postgrad work, while the current range runs 3600 to 5400. Penn State seeks over 40 percent more than 1957, and teachers colleges expect about 20 percent more for 1959-61. Major private universities plan to request nearly 24 million, with scholarships raised to full tuition value. The Department of Public Instruction will seek authorization to 1) fund dormitories via a private corporation, 2) support a program for academically superior students, 3) allow vocational focus for students after 15 or 16, and 4) have distressed districts taken over by a state-operated entity if two-year fiscal troubles persist.
