Postal savings deposits top $1 billion with RCFC holdings rising, and direct loans and stock purchases push government ownership higher. Regulators gain new oversight over insured banks through the Fed and national banking laws. If the plan succeeds, postal savings could be scrapped and deposits return to private banks.
