Domino Theory Adviser Thompson Shapes Vietnam Policy
Sir Robert Ker Thompson, British guerrilla fighter and Nixon advisor, argues that a Communist victory in South Vietnam would trigger a broader Asian domino effect. He told AP in Somerset that if the United States fails in Vietnam, Asia will go Communist, a view he says both Malaysia and Singapore leaders share. Thompson, 53, cited his wartime Malaya experience and noted Nixon called his report candid and impressive after withdrawing 50,000 more troops from Vietnam.

Plan Would Speed Payment Of Scholarships
Harrisburg AP The Pennsylvania Higher Education Assistance Agency board backed a permanent forward funding method for the state scholarship program to allow prompt announcement and payment of awards. The plan aims to prevent the current delays that left students and colleges waiting, with colleges sometimes extending credit or students borrowing to cover costs. Board members cited funding gaps in the current year and noted problems for about 80,000 recipients and several colleges. Executive director Kenneth Reeher said the endorsement followed review of delays and their causes, including enrollment uncertainty for students, spring admissions packaging of aid, and institutions borrowing at high interest to cover day-to-day expenses. The board also elected Sen Wilmot Fleming chair and set leadership for the executive committee, with other appointments including Rep James Gallagher and Sen Thomas Kalman.
