Postal authorities reveal Webard and Frank Chapin drivers confessed to stealing mail in Buffalo. Jewelry valued at 10000 to 15000 dollars found at the Chapin home. most other valuables like stock certificates were destroyed. Richard Chapin arrested in Athens, Pa. and Webard Chapin arrested earlier. they allegedly used stolen keys to access pouches during nightly runs.
