Hope water project halted by state over illegal notary free work

In Hope Idaho a resident volunteer group aged 60 to 80 began replacing about one third of a 70 year old cast iron water line to save money avoiding bureaucracy. The Idaho Department of Health and Welfare ruled the project illegal for lacking state review and licensed engineering, noting no design by a licensed engineer and no timely formal approval. Residents say they acted to avoid $80,000 contractor costs and tax increases while criticizing the required forms for grants. Mayor Al Williams expressed irritation that officials branded the effort illegal only after plans were set.
