County officials warn a recession year tax loss and lower revenue will force at least 300000 more in borrowing next year. Controller Hart cited shortfalls in real estate and personal property taxes plus lower fee income as departments struggle to meet expenses. Commissioners oppose a tax increase but will cover gaps by short-term loans and budget trimming.
