Sparks Set Up Present Style At Penn State
UNIVERSITY PARK Pa Self government on the campus of the Pennsylvania State University has been a student tradition for more than 40 years. It began with the formation of Student Government in 1912 during the administration of Penn State's eighth president Dr Edwin E Sparks. Sparks is known as the father of student government at Penn State for his work. The greatest progress came in the late 1920s and early 1930s under Dr Ralph Dorn Hetzel who served as president from 1926 until his death in 1947. The Hetzel Union Building in his honor was planned as a recognition of his role in student activities. During Hetzel's regime all student governmental functions were coordinated in an All University Cabinet organized in 1999. This served as the highest student government body on campus, acting as the legislator of all student affairs. The cabinet is composed of top executives from all campus organizations and provides a voice for students in campus affairs and a link with administration.
