Penrose politics bolster a safe Schuylkill pick
A Hartisburo dispatch notes Temporary Speaker Milton W. Shreve appointed William S. Leth of Pottsville as resident clerk of the house of representatives to replace Charles Johnson who resigned to become state insurance commissioner. The $2500 post entails little work and signals Penrose era patronage amid Schuylkill county ballot fraud revelations and Leth’s past “lied” removal by President Roosevelt from the office of assistant United States treasurer for rain violations.
