Shapp outlines housing plan with low interest loans and subsidies
A Community Affairs Department spokesman explains a federal subsidy driven housing program. Private contractors nonprofit groups and individuals could obtain low interest loans for multi and single family housing for low and middle income families. Savings from below market rates would be passed to homebuyers and renters as lower costs and improved amenities. The agency would fund loans by selling interest free bonds with no legislative appropriation. Mortgage rates could drop from about 8 percent to 6 percent and with subsidies to as low as 1 percent according to officials.
