Struggle Over Antipoverty Bill Delays Floor Action
Washington AP reports a split between Speaker John W. McCormack and liberal House Democrats as they force a postponement of the antipoverty bill. Rep. Carl Perkins and most committee Democrats refuse to bring the bill to the floor, amid threats to oppose McCormack in 1971. Republicans and anti—state-control backers pushed a substitute, while Nixon urged swift passage of the two-year extension.
