HOLC balances six years of work and losses

The Home Owners' Loan Corp balances its books after six years of operation. From 1933 to 1943 it issued loans on about 1,010,000 homes, foreclosures averaged one in seven, with government losses around 56 million to date and a total expected near 100 million. A reserve of 8 million offsets the shortfall, with future earnings from interest and bonds. The aim remains aiding 800,000 families to own homes, a moral payoff beyond balance sheets.
