Volunteer Army Still Faces Large Recruitment Gap

Secretary of the Army Howard H. Callaway told a Senate subcommittee the all volunteer force may not yet prove durable. He warned the upcoming year will test recruiting as draftees leave, estimating a need to recruit about 25,000 more volunteers to hit goals, with turnover expected to fall once draftees depart. He added projections for 1976 show the Army’s needs within its demonstrated capacity and outlined plans to boost higher grade enlistments and college education among recruits.
