Welfare Battle Flares Over $30.5 Billion Social Bill

Congress sent President Nixon a $30.5 billion labor and welfare appropriations bill. It exceeds the president's request by $1.7 billion and leaves a loophole that could trigger massive outlays for social services. The Senate approved 62 to 22, sending the measure to the White House. The plan funds Labor and HEW programs for the current year, with HEW chief Richardson warning Nixon may veto a bill that scales costs upward. Mississippi notably boosted requests by over 42000 percent under the open-ended funding rule.
