County officials protested as the state withheld 107000 in gasoline tax funds due for the period. Auditor General Clair Ross in Harrisburg announced the diversion of 102000 to state maintenance of patients and prisoners, while the county expected 275305. Controller Harvey M. Wills called the state action unreasonable, noting similar holds on other counties and accusing the auditor of technical bookkeeping to mask the shortfall.
