Harrisburg Rules on Lieutenant Governor Vacancy during War

The Justice Department said the lieutenant governor position could become vacant if Maj. Gen. Daniel S. Strickler leaves to join military service, with Senator M. Harvey Taylor acting as interim governor. World War II precedent allowed vacancies for armed forces members, and the constitution permits the Senate president pro tempore to assume duties if the lieutenant governor is unable to serve. If Governor Durbin leaves office and Strickler is absent, Taylor could become interim governor until a new governor is elected.
