Major German factions lack majority in Reichstag balance
Berlin Aug 1 Communists and the Catholic party held the balance of power after 97,000,000 voters boosted Adolf Hitler's Nazi representation but failed to give either side a working majority. The alignment mirrors a split Congress, allowing ex-Chancellor Bruening's Catholic party to wield influence and keeping Franz von Papen's cabinet in a position to rule and possibly extend powers.
