The commissioners surveyed for all concerned, as it is not feasible for each borough to survey or operate its own facilities. Act 241 limits county enforcement but allows a county survey. Private disposal may be needed on small lots, posing township challenges. Atkin has studied sanitary landfill and incineration as disposal options.

Four Die In Wreck After Entangled Vehicle Collapse
Four people died after a crash left a tangled maze of metal and plastic. Work crews freed the bodies in over an hour, with one victim found covering another. Mrs Sterling, wife of the driver, identified her husband’s car after driving by and asking state police. The operator of Herb White Service and Appliance Inc. in Girard was named as the deceased.
