Pact for four powers to supervise postwar Germany
Paris April 30 The United States proposed a four power treaty with Britain France and Russia to keep Germany disarmed and under Allied supervision for 25 years after occupation ends. The plan includes complete demilitarization abolition of stormtroopers and Gestapo outlawing of fissionable material production and a tripartite inspection system with Allied forces ready to move against violations. Byrnes said Stalin supported the idea in Moscow but Molotov opposed placing it on the conference agenda. The proposal follows fears the U.S. might withdraw from Europe after World War I.
